Steven Cash has broad government experience at the federal and state level in both the executive and legislative branches.  Mr. Cash was Chief Counsel and Staff Director (Minority) to the U.S. Senate’s Judiciary Committee, Subcommittee on Terrorism, Technology, and Homeland Security, and Chief Counsel to Senator Dianne Feinstein.  He has also served as Chief of Staff to the Director of Intelligence, Department of Energy; as Staff Director to the U.S. House of Representative’s Select Committee on Homeland Security; and as a Professional Staff Member and Counsel to the Senate Select Committee on Intelligence. Mr. Cash was deeply involved in much of the legislation developed after the 9/11 attacks, including the USA-Patriot Act, the Department of Homeland Security Act, and the Intelligence Reform and Terrorism Prevention Act, which created the position of Director of National Intelligence.

Mr. Cash also served as an Intelligence Officer with the Central Intelligence Agency, first as an Assistant General Counsel, and then with the Directorate of Operations.  He is the recipient of the Agency’s Intelligence Medal of Merit, Balkans Service Medallion, and a number of Exceptional Performance Awards.

Before joining federal service, Mr. Cash served as an Assistant District Attorney in the Rackets Bureau and Trial Division of the New York County District Attorney’s Office in Manhattan.  There he investigated and tried numerous cases, ranging from violent crime to industry corruption.  Prior to joining the District Attorney’s Office, Mr. Cash was a law clerk to the Honorable Thomas P. Griesa in the Southern District of New York.


Before forming Deck Prism, Mr. Cash was a Principal and Counsel at PRTM Management Consultants, focusing on consulting with government clients involved in national security and law enforcement issues.  He was, until 2008, a Partner with a law firm then known as Harris, Cutler, Cash & Houghteling, LLP. 

Mr. Cash is a graduate of Vassar College and Yale Law School, and is admitted to practice law in New York and the District of Columbia.  He serves as co-chair of the Bar Association of the District of Columbia’s Committee on National Security Law & Policy, a member of the Board of Advisors to George Mason University’s National Security Law Journal, and is the co-Vice Chairman of the Office of the Director of National Intelligence’s Biological Sciences Experts Group.
